Minutes of Meeting held on 13th July 2020 @ 7.30pm via Zoom.

4. Open Forum:-

     5. Wild Boar:-

Security issues around the Wild Boar site are causing concern in the parish and surrounding areas.  Break-ins have occurred and the Police and owner have been notified and police presence has increased.  Security boulders are now in place to block the drive entrance.

There was continuing concern about the condition of the building. It was suggested the Clerk contact Rob Charnley Head of Planning CW&C to see what action the Council were taking to ensure the owners would carry out their responsibilities as owners of a listed structure about a relisted status.

6. Planning Matters

Current applications

·         20/01747/FUL Land to the west of Lower Rock Farm -erection of dwelling for accommodation for equestrian staff. Objection submitted on behalf of the PC by MH

·         13/04149/OUT – Beeston Cattle Market development – discharge of conditions – see attached e mail in appendix for updates

·         20/01379/DIS – Beeston Cattle Market development – discharge of conditions

·         20/00919/LBC – Wild Boar Hotel – return outbuildings to previous appearance and repair outbuildings. See above

·         19/04579/LDC – Castledene, Brook Lane – 2 storey extension & demolition of conservatory – approved.

7. Highways:-

·         Boundary Sign – Quote obtained by MH for new sign £70.  Proposed by AH and 2nded by TP that the sign be purchased on behalf of the PC.

·         Speed limit – The Clerk to send on the letter regarding outstanding issues on Highways to Stuart Bateman, with copies to MJ and Jamie Barron, Principal Engineer CW&C.

·         Great British Spring Clean – agreed by all councillors that since the services of the litter picker, litter issues are much better within the Parish, so it was felt that there was little need of a community litter pick. Increase in litter on the lanes now that cafes/takeways are reopened.

·         Footpath update (MH):-

A map of footpaths with their reference numbers can be found by clicking on the ‘Footpaths’ dropdown on our website. Then click on the CW&C link on that page. Once on the CW&C interactive map click on add data and then leisure, and finally on footpaths.

Footpaths 4 & 5 – still under discussion with the Estate

Footpath 4 – no application has been made to re-route the footpath through Lower Rock Farm. A sign has been put on the electric gate (which can be opened by pressing a button) to encourage walkers to use a dog friendly alternative route. The footpath sign has been turned away from the footpath – the Council are aware.

Footpath 19 – Still with the Inspector for a decision.

Footpath 21 – included on the agenda in error – no issues.

Footpath 34 which crosses into East Cheshire – enquiry from East cheshire about a division on the parish boundary but the application has apparently stalled.

Footpath 37 – wasn’t confirmed by the Inspector to exist.

·         Roadside ditches & Verges. See Speed limit point – all outstanding issues catalogued and sent to Stuart Bateman (as above)

·         Parking issues.  Increase in traffic parking on the Lanes(Tattenhall Lane in particular) around the Castle at the weekends due to them limited parking in place.  The Clerk to e mail to request PC Hurst to drive around the area at the weekends to assess the situation.  SV e mailed to say that The Parking in Horsley Lane is now much better.  Thanked PC Hurst for initial input to sorting out the situation.

8. Outdoor Centre:-

The Centre has been used over lockdown as a base for homeless children.  The PC had received a number of complaints from local residents regarding noise & disturbance.  The PC advised residents to contact the Head of Conwy centres directly as the Outdoor Centre does not come under the jurisdiction of the PC.

At the time of this meeting, the Centre was no longer being occupied.

10. Annual Audit:-

It was proposed by MH and seconded by TP that the annual Audit of the Parish accounts were correct and that the AGAR certificate be submitted to PFK Littlejohn Auditors.  Accounts will be available for the public to view from 1st September.  All relevant documentation will be published on the website.

·         Online banking now live.  Thanks from the Vice Chair to the Clerk for her progress in this matter.
