4. Open Forum:-

5. Borough Councillor Update:-

MJ has offered funding for local village event in 2022.

Speed limits update – now operational in Tattenhall.

Gully emptying programme – underway in the area.

6. Wild Boar:-

Bat survey is being undertaken.

Urgent works notice has been served on to the owner and prospective new owner by CW&C. All ecology works should be completed by the end of September.  Owner has not delivered the plan that he had promised to CW&C.

7. Beeston Reclamation Site:-

No movement since last meeting, still waiting for the ecology and highways report before planning will consider moving forward.

8. Cattle Market Development:-

·         First 7 houses have been released.

·         Starting to break through onto the A49 at the end of September.

·         The footpath will be closed for a period of 3 weeks whilst a piece of equipment is put in place.

·         Trees on the A49 bank will be reinstated where they have been removed.

21/03152/LDC – Tabernacle Cottage, Tattenhall Lane, CW6 9UA – erection of greenhouse

21/02945/FUL – Mill Farm, Whitchurch Road, CW6 9NJ – conversion of outbuilding to domestic annexe

21/02890/FUL – Brook Farm, Moss Lane CW6 9TS – demolition of open porch and erection of single storey Orangery – comment regarding potential light pollution. Ask for a condition in the plans regarding light pollution.

10. Highways:-

Beeston Speed limit proposal  – readvertised and period has now expired.  Still waiting from CW&C for a costing.

Litter picker: no comments from Peter.  Back Lane and Crimes Lane needs attention.

Footpaths:-

·         Footpath 19 –Still not open. CW&C  to serve Notice on owners regarding obstruction.

·         Footpath 4&5 – still with inspectorate.

·         Footpath 34 –    CEC have abandoned alterations.

·         Footpath 11a – No update from May

·         Footpath 18 –    No further update

·         Footpath 8 –      will be closed for a while due to the building work.

Pavement from end of Horsley Lane and the Smithy and in the other direction needs attention – overgrown and dangerous to use.  Photos to be uploaded onto CW&C website.

Roadside ditches, verges and drains:-

No update from May meeting.

Hedges have been cut on Chapel Lane, but not enough. Verges have been cut but only a metre width. BPC to contact the local landowners regarding hedges and cutting of them and politely asking them to cut them back.

Parking issues:-

Car parked on pavement by outdoor centre meaning that people have to walk around it.  Report vehicle registrations to PSCO Jon Hurst.

Bulb Planting in the Parish:-

Bulbs to be purchased and planted in the village.  TP to organise.  Maximum of £50 to be spent.  Proposed SV 2nded by TP

Village Bus shelter:-

Vote of thanks to TP for repairing the shelter.  Looking very smart!  Sign and benches have also been varnished by TP.

11. Clerk’s report:-

No further update on recent e mails.

12. Tree Preservation Orders in the Parish:-

Only 1 tree in parish that has a TPO.  All trees are preserved in the conservation area.  Concerns about the 2 trees in front of the Wild Boar. Are they at risk with the development.  MJ advises that BPC write to CW&C regarding this.  MH to list trees and write letter

13. Review of the current conservation area in the parish and properties included:-

What houses are included in the conservation area? Should the area be expanded?  All councillors agreed that this should be left to the protection of the planning regulations.

14. Queens Platinum Jubilee June 2022:-

Tree planting – replace lost trees in the village.  Surveys to be carried out to where upto 70 trees can be planted by tree office in CW&C. Possible purchase of kits to plant trees in the area.  SV concerned that verges aren’t big enough to absorb so many trees.

Beacon lighting – BPC have put name forward to be one of designated beacons.  Lighting on 2nd June 2022.  Beeston Castle are happy for BPC to organise an event for commemoration. DW to ask Beth Tweddle to light the beacon.

MJ happy to offer some funding towards these events.

15. Beeston Castle & Tarporley Station re-opening  –request for funding update

BPC are happy to support the application.  CW&C and CEC have declined to put money into the project.  No other parish councils have yet offered support.

16. Lamp post poppies for November 2021:-

Poppies to be placed on lampposts for remembrance day.  TP and MH to organise

17. Village Hall Committee – Future Parish Council representation – update

No update on further representation from BPC.

18. Defibrillator for the Parish:-

Village rooms committee have donated a defibrillator & box to the parish.  Needs to be sited, and probably in the bus shelter.

19. Outdoor Centre  – future of the centre:-

No update on current status.  Current owners are handing back the lease to CW&C.  It has been empty for sometime now.

Property services have stated there is no plan for it, moving forwarded.

20. Review of number of current councillor positions on Beeston Parish Council in relation to the increase in number of properties in the parish:-

Big influx of residents with the building of new houses in the parish. Question raised as to whether we have enough councillors per resident.  MJ feels that the ratio to resident to Cllrs is low.  Speak to Amanda in CW&C democratic services for current  numbers.

21. Review of Financial Regulations:-

2.2 review of banking reconciliation as independent from RFO.  AH to reconcile bank statement.

6.11 access to account – signatories can make payments independently.

Recorded that all councillors agreed to update of regulations.

22. Parish Christmas tree:-

Siting of a possible Christmas tree in the parish. DW to organise. Budget required for decorating/lights which need to be solar powered.  £200 budget agreed.
