Minutes of Meeting held on 3rd December 2019 @ 7.30pm at Peckforton & Beeston Village Rooms.

4. Open Forum:-

5. Planning Matters:

Beeston Cattle Market:-  following the offer from the developers,MH met with them to discuss the proposed plans. MH circulated the development plan

·         Turning lane off the A49 with crossing island.

·         Demolishing the old cattle buildings, which have been sold by the receivers and will be removed by farmers.

·         80+ homes to be built

·         Discussion around the fuel lines

·         Draining the current slurry pit

·         Concerns about the security on site and developers will improve it.

·         Footpath – applied for a temporary diversion and eventually will apply for a permanent diversion.

·         Not on mains sewerage, so development will need its own tank.

·         Talking to Scottish Power regarding siting of a sub-station to provide power to the development.

·         Building Regulations to be submitted

·         Videographer to do time lapse video footage over 5 years

·         Auction house to be rented

·         Monthly update on progress to be given to MH from the developers.

6. Highways:

·         Boundary Sign – Quote obtained for £595 +VAT.  Price needed for a more simple design by comparison.

·         Speed limit – Councillors understanding is that there should be a formal notice and CW&C Highways dept should proceed to the next stage.

·         Dean Bank – blocked rainwater drain/drainpipe is overflowing onto the roadway constantly and causing damage to the road surface.

·         Drains – outdoor centre & Peckforton Rd are particularly bad. Also Back Lane and Deanbank. Photo evidence to be sent to the clerk who will then write to the Highways Department (on these matters).

·         Litter picker -Peter Wilson has commenced litter picking duties.  MH has shown Peter the Parish boundaries.   There is no available funding from CW&CC to cover the annual cost. This is to be covered by the PC.

·         Footpath 19 – goes through Ivy Cottage.  Width has been determined and this can now go to the inspector for a final decision.

Footpath 37 –Decision is still with the Inspector who will decide whether it will be re-instated.

·         Footpath 8 – having a temporary diversion on grounds of safety.

·         Footpath 4 – ongoing issue of where 4&5 meet.  There has been a diversion that has been object to by the Estate.  Signs by Rock Farm have been moved and a new sign created.  CW&C legal Dept unsure on way forward with this issue.

·         Footpath 34 – application for this to be moved.

7. Armistice Commemorations:-

Plaque now in possession of the PC. The nameplate with the names engraved needs to be redone as there were a number of errors.

8. Clerks report:-

·         Letter read out from the Cinnamon Trust regarding recruitment of dog walking for the elderly in the area. Details have been posted on the website.

·         Christmas Recycling times notification.

9. Model Financial Standing Orders :-

Clerk had sent out Model Financial Orders to all Councillors. MH had made minor amendments to fit with BPC requirements and all councillors present at the meeting agreed with them.  It was proposed by TP and seconded by AH that these S/O now be adopted.

10. Beeston & Peckforton WI update:-

TP reported that Beeston WI still have funds available and wish to plant a tree in the Parish.  TP to investigate whether the money can be released to carry out this request.

11. Financial Matters :-

·         Setting of Precept 2020/21.  It was agreed by all councillors present that the Precept request be reduced by 10% of current level to £4425 as there are no pending projects for this financial year.

·         Meeting with Barclays to discuss moving the account took place, but due to excessive charges that would be paid it was agreed that this was not a viable option.  Natwest now accommodate online banking so the Clerk will register for this and update the mandate.    Update on Parish account finances were distributed prior to the meeting.

·         Outstanding invoices:-
