3. Approval of Minutes & Outstanding Matters:-

Minutes from 01/09/20 proposed as accurate & correct by TP and 2nded by SV. All Cllrs agreed.

Scottish Power – MH spoken to them and feed back is that SP will replace the line from Old Beeston Farm all the way through to Meadow House.  Cable will be buried under ground in places so that there will be minimal overhead structures.

4. Open Forum:-

5. Wild Boar:-

Correspondence from BPC to CW&C planning dept over the past months cataloguing the disrepair of the building.  Conservation officer will be inspecting the building again regarding the leaking roof.  There should be action taken from the report to the owners about the required repairs.  Historic England are now involved, so pressure is being applied from all angles to stop further decline in the listed building structure.  DW Thanked MH for his efforts on trying to slow the disrepair of the building.

6. Beeston Reclamation Site:

BPC Submitted a pre application response, which some issues were subsequently addressed in the formal planning application. Safety concerns were not addressed. Response to the planning Dept have also been logged with the safety concerns highlighted.  Traffic lights would be beneficial for maintaining a safer environment for pedestrians and cyclists.

7. Cattle Market Development:-

The developers are keeping the PC well informed of progress.  Waiting for confirmation on when they will break out onto the A49 for access.  There will be a widened road and a protected turning for access.  SV stated that the road is becoming busier with the coffee shop and walkers and possible need for a slower speed limit.  Police are a regular presence with speed cameras.

9. Highways:-

·         Beeston Speed limit – Comments lodged on the consultation for the proposals.  MH has spoken with Stuart Bateman and had various correspondence regarding the speed limit proposal.  It was felt by the PC that Highways are overriding the safety concerns that were raised.  MH concerned that the speed limit sign outside his property is incorrectly positioned and he will be objecting to this proposed siting.

BPC concerned that the report was written 3 years ago and the increase in cyclists and walkers since then, has not been taken into consideration.  Highways have asked for confirmation that the PC wish to continue with the application for the speed limit.  DW stated that the PC took on this project on behalf of Beeston residents who had signed a petition 4 years ago and should be supportive of it.  The PC will respond to Stuart Bateman stating that they supportive of the proposal but have concerns about the siting of the signage, particularly regarding the safety issues raised in the letter to CW&C responding to the consultation. DW raised the issue of the colour of the signs – whether they would have grey backgrounds

MH stated that this would be decided once the report findings and recommendations had been agreed within CW&C Highways.  The expected cost of these signs was in the region of £12K and half of this will be funded by BPC with a contribution from MJ of 3K.  A request for contribution needs to be logged by the end of January 2021.

9. ·         Litter picker- AE felt that the job was not being done adequately and that many areas are being missed out.  The Clerk stated that the PC pay for 2 hours a week and therefore the whole parish litter collection cannot be done in a week and it is a phased programme. The Councillors to report back to the Clerk of any areas that are being missed.  The Clerk will speak to Peter and highlight areas that are being missed.  Also ask the question as to how much rubbish is being collected from the Parish each week.

·         Footpath 19 – Order is still with the Planning Inspectorate and process of exchange of comments on the case was closing on 17 November.

·         Footpath 4&5 – There is the outstanding order to divert FPs4 and 5 (to be sent to the planning inspectorate but CW&C are overcoming the practical problems around this)

·         Footpath 34 – diversion which Cheshire East were to process is delayed because of a staffing issue in East Cheshire.

·         Footpath 8 – diversion received no objections,but will wait for the development to complete for the order to be operational. In the meantime there is a temporary closure with an alternative route.

DW wished it to be recorded that it was extremely disappointing that the Footpath 19 was still unresolved after many years of trying to get a conclusion on this, and that Footpath 22 has now appeared to have disappeared( this path should connect to 19)

 

·         Roadside ditches, verges and drains – All Moss Lane issues are now resolved. Drain on Chapel Lane to be replaced by mid-December. Deanbank still causing issues with flooding onto A49 when raining.  Stuart Bateman has stated that drainage repair & inspection will take place before Christmas.  PC need to keep up pressure to ensure that the works are carried out. AE stated that recent traffic management team were in the area for 2.5 hours and completed no work at all.  MH requested that AE put this is writing so that a record of this can be sent to Highways.  MJ stated that other parishes in the ward are also suffering with similar highway issues and he is acting on all parishes bahalf’s for resolution.   AE concerned over the state of the footpath outside the outdoor centre and the overgrown hedge.  MH stated that this issue had been logged back in July for work to be carried out.

 

·         Parking issues – PCSO Hurst has been keeping a watch on the parking issues around the castle.  The castle has restricted the parking and members of the public are not aware of this.  PC to write to the Castle requesting that they review their policy to allow walkers cars to use the facility as well.  Cars are now blocking gateways and causing issues with farmers.  SV stated that the Borough Council should take more responsibility to provide parking for recreational use.

9. ·         Parking signage- Funding can be applied for to assist with road safety issues. Such as signage for Riders, walkers and cyclists.  DW stated that she felt that these signs would possibly more effective than the speed limit signs.  GT stated that the speed along Peckforton Lane is very fast and there will be an accident.  When will signs be put up?  Speed signs will probably not be present until next summer, so other signage would be beneficial.  MH to talk to PCO Jon Hurst regarding costs and siting of signs.  Possibility of PC paying for some signs and putting them on private land. 11. Beeston & Peckforton WI update:-

It was agreed that due to the current pandemic and no further update on this issue of finances being made available for tree planting, that this would no longer be included on future Agendas

12. Consultation re possible closure of Huxley School:-

MH has submitted comments on behalf of BPC, regarding the school closure.  BPC were not supportive of the closure.MJ stated that a business plan has been put together to keep the school open, but numbers have dropped.  However, he feels that the business case is positive to keep the school open and get more children to attend.

14. CW&C connecting with local Council Sessions:-

MH has recently attended a virtual session with Highways.  Better understanding of current issues with contractors and Highways.  Working hard to resolve these issues.  CHALC had requested questions and MH had submitted them on BPC behalf.  Some questions were tabled and further questions were submitted.

It was stated that it is far better to report faults on the website as these are properly recorded and monitored.

Financial Matters :-

·         Setting of the Precept –  Significant project for the funding of signs – £6k.  AH felt that BPC should look to reduce the precept request and use the reserves where possible.  MH recommended that the Precept remained the same. DW would like to look at projects that could be funded via the precept.  All Cllrs to submit idea be the end of the year for discussion.  It was agreed that a further meeting will take place to agree the precept level for 2021/22 once further notification was available from CW&C finance dept.
