Minutes of Meeting held on 10th March 2020 @ 7.30pm at Peckforton & Beeston Village Rooms.

SV informed the Councillors that she has been appointed as Deputy Lieutenant of Cheshire. SV said that she hopes through this role that she is able to raise the profile of local charities.

5. Planning Matters:

Beeston Cattle Market:-   MH  forwarded on recent e mail from the developers regarding development over the next few months:-

·         CBR tests for roads completed & geotechnical tests completed & awaiting reports.

·         Tender package for ground works to be issued mid-March.

·         Isolated electrical supply for buildings to be taken down.

·         Met with United Utilities (UU) onsite and they have agreed to send developers the water design with costs next week.

·         Waiting for a date for the temporary electricity supply and for the design for the site from Scottish Power.

·         Waiting for a response from BT to establish how to get site connection in place.

·         Safe removal/disposal of remaining buildings onsite and some asbestos which was identified.

·         Agreement in principle with two companies for the affordable houses onsite & are currently working on affordable housing statement for the local council.

·         Design for the park area equipment to the rear of the development now in place.

·         Started to obtain pricing for the superstructure.

MH to continue to visit/communicate with the developers. Specific concerns should go via MH.

Councillors agreed that Affordable Housing should be included in the development.  MJ stated that there is a specific ratio that determines the number of affordable houses in a development.  A better understanding of what affordable housing is needed.

19/03469/FUL Wood End Cottage – application withdrawn.

6. Highways:

·         Boundary Sign – defer to May meeting

·         Speed limit – Still no update despite e mail to Stuart Bateman 09/01/20.  All Cllrs agreed to the Clerk requesting a further update and cc MJ on the correspondence.

·         Litter picker – current hourly rate is £8.50.   Neighbouring Parishes who use litter picking services have recently raised the hourly rate to £10/hr.  It was proposed by SV and seconded by TP that the hourly rate is increased to £10/hr with immediate effect.

·         Great British Spring Clean – agreed by all councillors that since the services of the litter picker, litter issues are much better within the Parish, so it was felt that there was little need of a community litter pick. Dog fouling poster to be sent to TP for the notice board.

·         Footpath 19 – No update since the December meeting.

·         Footpath 37, 8,4,34 – No notification of progress.

It was agreed that a meeting be arranged with Adele Mayer, MJ and any Cllrs to try and make progress with these outstanding issues.

Clerk to ask if there is a map with the numbered footpaths available.

·         Roadside ditches & Verges.

              Dean Bank, Brook Lane – drainages issues have been reported.

Verges – many of the verges have suffered massive damage due to the heavy plant machinery.  Mud has also caused issues to the road surfaces.  Cllrs questioned who was responsible for cleaning the roads.  It was agreed that photographic evidence be produced so that the contractors/farmers can be held accountable for the cleaning up of the mud, due to potential for accidents.  These can then be sent to CCW highways dept. It was felt that this was not a police matter.

7. Armistice Commemorations: –

Central plaque now installed.  DW thanked TP for his efforts in installing this.  It was agreed by all that the poppy wreath and plaque look very professional and it is receiving favourable comments from local residents. The nameplate with the names engraved is still with Timpson’s to correct the spelling errors.

8. Clerks report:-

·         VE day celebrations – correspondence is plentiful regarding the marketing of local communities participating in celebrations.  Bunbury and Beeston Castle are holding a combined event.  DW to make contact to ask about the event and whether BPC can offer support and advertise it locally.

·         “News from Beeston” paper wish to receive interesting articles to publish and to attend meetings/receive minutes.  All Councillors were happy for Sue to attend any PC meetings and dates/minutes/agendas can be found on the Parish website.  DW to contact Sue

9. Beeston & Peckforton WI update:-

TP has spoken to the secretary of the WI who has suggested that contact be made via the treasurer to see if there is any money available for the purchase of roadside trees. TP to continue with this project.

11. Financial Matters :-

·         Mandate forms now completed and awaiting verification from Natwest.

·         Online banking forms completed by all present at the meeting.

·         Change of address form completed so statements can be sent to the Clerk.

·         Outstanding invoices:-

As there was lack of invoice for the litter picker, it was proposed to pay £150, with any balance to be paid at the next meeting.
