5. Sergeant James Dingsdale:- update on police matters in the area

Not present.  MH has been in contact with PCSO Rachael McKevitt regarding the parking issues and she will be doing a letter drop to the relevant houses, regarding the matter.

7. Ward Councillor Update:- 

·         Gulley cleaning in progress around the ward.  Please can all members use the online reporting system – this will push CWAC to clear them.

·         Looked at local fields that have been flooding – drainage needs to be looked at.  MJ will speak to CWAC to see if they can look at the drainage.

·         Huge issues with Special Educational Needs plans within CWAC.  Massive reduction in resources available.  MJ is pushing hard for help for local residents.

·         School transport issues.  Progress has been made and some residents have been put back on the transport route.  Deanank still not on the plan – MJ still sees this as a dangerous route. He is putting a document together from parents in the area to complain to CWAC, so that those who are still waiting for a decision, can be helped to overturn the current decision.

·         The Clerk raised the subject of the Constitution of the PC  – MJ explained that Standing Orders cover this.

·         MH asked MJ to raise the subject of the Neighbourhood Plan with Tiverton PC.  BPC are happy to join together to complete this.

8. Beeston & Tarporley Station re-opening:-

The cancellation of fund from Government will not affect the reopening as money already received from this.  The committee are responsible for securing sponsors and station funds for opening.  Still ongoing.

9. Wild Boar:-

No further update. Subcommittee met to discuss the application for minor modifications to the property appearances.

10. Cattle Market Development:-

·         Application for additional houses and shop were refused.  Assuming that there will be a modified resubmission.  There is an open day planned for 28th September to launch the next phase of the project.

·         Drainage issue of the water running of the fields behind – nothing reported back, so assumed that this issue has now been sorted with the landowner.  DS stated that the water run-off has blocked the grids on the A49 – this needs reporting to Highways.

·         DS reported that the footways around the area are blocked by the overgrown hedges by the railway bridge.  This needs to be reported to Network Rail.  DS to photograph this and report it.

14. United Utilities Parish legacy projectupdate

Ongoing. 

MH is investigating what UU will pay and then what type of gate the landowners would like.  The costs of gates vary considerably.  35 sites in the parish that have stiles at the moment, so whether all of these can be replaced within the cost from UU.  All footpaths have now been walked by Lorna Harrison and all stiles photgraphed.

MH have asked whether an invoice had been received for the installation of the gates from Tattenhall PC. – not yet.

15. Highways:-

Beeston Speeding on A49:

SID that the developer will be paying for has not progressed yet due to being held up by Highways.  MH is trying to contact Stuart Bateman from Highways to discuss.

Speed limit signs Moss Lane – damage/removal:- MJ & MH have reported the damage to the signs.  It is suggested that they have been installed incorrectly and this is why they have collapsed.  Suggested that BYF could help with the cleaning of the signs.

Litter:- Collection down Back Lane – Peter to be notified.

Footpaths:- parking at the Outdoor Centre & Smithy Cottage corner:- This has been reported. See point 5.

Footways Clearance:– A49 is poor with overgrowing vegetation across the footway all the way upto Bunbury.  Please report to CWAC and encourage everyone who uses them,  to report.  MH to approach BYF to see if they can help with the clearance of the footways in the parish.

Roadside Hedges – Castleside Farm hedge is overgrown.  MH has spoken to Holly and asked that it be cut.

16. Outdoor Centre sale of building:-

MH understands that the sale of the Centre has been agreed.  The glass panels need to removed MH & TP will go and remove these.  Bus shelter and noticeboard are within the grounds of the outdoor centre and BPC need to safeguard these assets.

AE said that there are rats in the vicinity.  AH suggested that AE report this to ANSA via the website rather than phone as this will then be logged.

17. School Transport in the area:-

RT explained that she has been granted an “exceptional circumstance” in reinstating the school bus route for her children for this academic year only.  CWAC are still stating the Dean Bank is still acceptable to walk down.

RT stated that MJ has been very helpful with trying to sort the transport issue with all the local families.

18. 80th Anniversary of the D Day celebrations 6th June 2024:-

The Councillors thanked DW & TP for all their help to make the event a success.

19. VE DAY 80 8th May 2025:-

Does BPC want to support this event for next year?

AH stated that BPC should support this event.  MH stated that there are several potential events to come up in the next few years and will this dilute the potential celebration.

It was agreed that this would be discussed at the next meeting.  Suggested that BYF be approached to see if they can help with the Beacon lighting.

20. Clerks Report:-

DW has requested PC information – to be clarified why this in needed.

Peckforton fireworks emailed forwarded to all councillors for sharing.  Recent fireworks have caused issues with residents and pets/animals.  MH has asked the Castle to always give notification in advanced warning.

21. Financial Matters:- payment of accounts

Clerk’s payment – Clerk explained that this needs to be via PAYE and quotes are being collected from potential payroll providers.  MH stated that a contract of Employment needs to be issued. CHALC model contract has been forwarded to MHAH suggested that the Job description be incorporated into the contract.

The Clerk stated that as RFO that the PAYE system must be adopted.

AH proposed that the Clerk contact the payroll provider and set up the payments/pension scheme and that payment take place on a 1/4ly basis going forward. Cost of running the payroll will be in the region of £145/annum.

Appendix 1

Report on Bunbury Parochial Charity (216368) Presented to Beeston Parish Council July 2024

Introduction

This small local charity covers the parishes of ALPRAHAM, BEESTON, BUNBURY, BURWARDSLEY, CALVELEY, HAUGHTON, PECKFORTON, RIDLEY, SPURSTOW, TILSTONE FEARNALL, TIVERTON & WARDLE. Each of these parishes can nominate a representative to act as trustee. I have acted as trustee on behalf of Beeston Parish Council for several years.

Following the sale of land gifted with the expressed purpose of providing  small grants to local residents in need (originally children and widows in financial distress), the charity has an investment portfolio managed by Charles Stanley. The income generated from our low risk investments is available for a limited number of applications considered once per annum. Applications come from local organisations and individuals; we have advertised in My Village News and Bunbury Link for many years, but word of mouth has also been effective in generating applications.

Details of application process including criteria are on the attached notice for this year’s applications, which I request is displayed on your website and if feasible on your noticeboard please.

2023 – 2024 update

The clerk of the charity (Dave Ellis) gave notice of his intention to stand down in 2022, as he had moved to the Lake District. Dave had been clerk for many years and was an influential figure within the charity. I was nominated to succeed him and have been working as clerk since April  2024, with Dave acting as my mentor.

Grants were made to a range of local individuals and organisations at our meeting in December 2023, including support for a child with significant disabilities, funding a break for her and her mother/carer;  a young person starting an apprenticeship who could not afford the price of essential tools; several young people raising funds to undertake educational placements abroad, and a newly built village hall to help with the cost of kitchen appliances. These are typical of requests the charity regularly supports. What was however possibly surprising, was that given the cost of living crisis, we did not see any increase in applications due to financial hardship.

I have continued with the traditional advertising routes this year, but also have written to the heads of Bunbury and Calverley Primary Schools informing them of our existence, criteria and process. We are already known to local pre-schools, guides etc. and are not planning on contacting High schools as local children are dispersed across so many. We will wait to see if this results in any more applications from young children/families in need of assistance.
