7. | Wild Boar:-
Letter issued to CW&C asking for a response prior to this meeting. Unsatisfactory response received. Other members of the locality have now taken the situation further and reported it to the ombudsman. MH feels that BPC should go directly to the Chief Executive of CW&C to lodge a complaint about lack of progress. All Cllrs agreed that a letter be sent on behalf of BPC to the Chief Executive registering a complaint. |

E mail received from planning updating us on Highways issues and waiting for internal reports on the land contamination and ecology surveys. |

9. | Cattle Market Development:-
Update – formal plan submitted to CW&C to get the road changed. No time frame for the temporary closures to the road. Electric sub-station site being located in the embankment. 88 houses to be built. Phase A is underway with 7 houses at Dean Bank end of the site. Wright Marshall to be the agents for the sale. Trees to be re-planted on the bank behind show house area and A49. DW raised concerns about how easy it seems to remove trees and this should be raised with CW&C for tree preservation. Is there a tree directory available? Clerk to contact the tree preservation officer. |

10. | Planning Matters
Current applications 21/01048/FUL – Beeston Gate Farm – Demolition of stable block & erection of new stable block & parking Past applications 21/00013/FUL – Extensions & Alterations – demolition of stable block & moving of vehicular access – Yew Tree House, Whitchurch Road CW6 9NN – awaiting decision 20/01747/FUL – Non material amendment – alternations to create an additional bedroom, Land west of Lower Rock Farm – approved. 20/01379/DIS – Beeston Cattle Market development – discharge of conditions – awaiting decision. 18/00637/REM – Beeston Cattle Market development – discharge of conditions – awaiting decision. |

11. | Highways:-
Work taking place on replacing power lines and poles on Brook Lane. Beeston Speed limit proposal –. Report still to be completed by S Bateman. Zoom meeting has taken place with Highways and a monthly meeting now in place Litter picker :– no comments. D of E Volunteer helping out with picking. Footpaths:- · Footpath 19 – discussions are still taking place. CW&C involved along with BPC, Agreed BPC would issue an advanced notice that an enforcement notice will be served on CW&C. · Footpath 4&5 – still with inspectorate · Footpath 34 – many objections to it with the East Cheshire section. · Footpath 11a – Rails on bridge need to be repaired. BPC can repair with the footpath officer permission. AH to supply timber and then Risk assessment to be completed prior to undertaking the work. · Footpath 18 – No further update · Footpath 8 – will be closed for a while due to the building work. Roadside ditches, verges and drains:- Flooding at Outdoor Centre should be resolved in the 1st 2 weeks of June. Flooding of junction of Chapel Lane and Bates Mill Lane was logged in November and should be resolved imminently. Flooding of River Gowy – meeting taken place. Farmer committed to clear the river on his land, which the flood officer agreed needed to be cleared. Environment Agency will not issue enforcement notices. Moss Lane flooding issues, DW has reported this and had a response that it will be dealt with in a prioritised order. Footpath 14a by Outdoor Centre – flooding issue due to the water being taken from the river to fill the water troughs and creating a muddy track. Footpath Officer should be notified along with the farmer who is installing the drains. Possible drain damage? Broken pipe under road by Meadow Cottage – Highways have been notified. There are blockages under the road. Need to resolve river issues first. Deanbank work should be completed by mid June. Tattenhall Lane – bank sliding back int the drain – Highways looking at this. Parking issues:- no updates from the Castle – seems to have quietened down. |

13. | Village Hall Committee :-
DW – it has been a shared venue between Peckforton & Beeston. DW stepping down and only leaving GT as the only representative from BPC. AGM is imminent. Possible mailshot to try and encourage more support in the parish. The Village Hall is a great asset to the community and needs supporting. All residents can attend the meetings. Need a big push to encourage the younger generation to take part in the operation of village hall. Need to spread the word. |

14. | Defibrillator for the Parish:-
The Village Hall Committee have asked whether BPC want money for the Defib. Concerns are how effective it could be and where is would be positioned. There is one at Beeston Castle and at the Village Hall. Best place is in a concentration of people. There is a responsibility of maintenance to be considered and ongoing expense. Possible location could be the Outdoor Centre. AE suggested the picnic area of the Castle as a location. Consideration should be given to the siting of defib in the new developments – 100+ houses? Bus shelter is also a good location. All agreed that DW will apply to the Village Hall committee for the funding of a defib with location to be decided. PBVH to purchase it and gift to BPC |

15. | Review of current Standing Orders:-
Reviewed current S/O. Amendments agreed to comply with the Financial Standing Orders. Defib to be added to the asset register when received. Financial Regulations to be reviewed by next meeting. |

19. | Lamp post Poppies in the Parish:-
Supplied from the British Legion. All up on existing sign, footpath and telegraph poles around the parish and can remain up for as long as we wish. Donation to be made to BL for them and all agreed that due to the increase in poppies that were delivered that the donation should be £200 and an invoice should be reissued to reflect this amount. DW to ask for a new invoice. |
