3. Approval of Minutes & Outstanding Matters:-

Minutes of Ordinary meeting held on 26/11/24 were proposed as correct by AH and seconded by TP

VE Day – Castle said that they would lead with it, but no communication yet.  DW will follow up with them.

CWAC Grant has now been awarded for £322 for associated costs for beacon lighting for D Day celebrations.  A pledge of additional donation of £50 for the hire of the hall for the event which enhanced the celebrations. This was proposed by AH and 2nded by DW.  Breakdown of the grant expenditure to be forwarded to Cllr Jones.  Costs include art materials to Tarporley High School and certificates for the children.  Costs to be paid by the end of the financial year 31/03/25

7. Beeston & Tarporley Station Group re-opening update:-

Since the change of Govt, we have managed to meet with them & they have confirmed their permission to re-open the station, carrying forward the last govts permission. This is subject to independent financing; they have offered no money.

·         Developers approaching CWAC govt’s higher housing targets for local authorities. Some have offered to contribute to the station if they get PP close to it.

·         Met twice with CWAC to gain their view. They are not averse to a developer funding the station, BUT, all other considerations for PP must be satisfied, and any housing devt must be in parallel with the station, not in sequence. They are open to the idea of development in the catchment area contributing to the station, not just adjacent to the station, this is because adjacent to the station requests have already been rejected for other reasons.

·         CWAC may have to grant permission for housing in the Beeston and Tarporley areas to meet Govt targets, and if they do so they are being asked to add contributions to the station as a condition of PP. No confirmed agreement to this, wanting time to consider and to involve transport dept and politicians.

·         Current work is setting up meetings with councillors to lobby for their support.

11. Neighbourhood Plan 2017-2030 Review

No further update.  MH will talk to CWAC neighbourhood Development team.

MJ is to provide more information regarding this.

AH stated that with the need for Increase in housing, the NP needs to work with this.

12. Lake Vyrnwy Aqueduct Maintenance works update:-

No further update.  DW said that UU are at the decommissioning stage and some disruption due this weekend.

Works are moving up the line. No imminent impact within the Parish

13. United Utilities Parish legacy projectupdate

UU have agreed to fund approx. £9500 which will put in 18 kissing gates on the footpaths in the parish.  MH has spoken to the CWAC footpath officer about identifying the landowners on which the footpaths cross.  Need to have landowners permission to put the gates in. If we can complete this project the parish will become stile free.

What if the landowner refuses to have the gates?  Look at funding different projects?

Fitting costs are within the £9,500.

14. Highways:-

·         Speed cameras on A49- developer is still struggling to get information from CWAC Highways dept for permission to proceed.

·         Footpaths on A49 & Village – no further forward due to lack of funds withing CWAC to do these projects.

·         Flooding issues –MH has spoken to Stuart Bateman regarding this, several times.  The Moss Lane issues have been reported to the flooding officer. DW has commissioned a high tech water report, which highlights where the water is moving to & from. There is increased water on the surface of roads & fields, causing major issues on  the lanes.

·         Moss Lane Potholes have been filled in the flooded areas, but not adequately.  It is felt that the UU traffic in the area have had an affect on the road surfaces – are UU going to make good the damage that has been caused.

·         AE complained about the state of the village in general.  AE has agreed to write to Highways with his complaints and offer to walk the parish with Stuart Bateman to highlight the issues.  AE requested that SB attends a parish meeting.

15. Outdoor Centre sale of building:-

Latest offer is from a building company to use as office and outdoor store.

AE stated that the grounds need tidying up.

MH stated that there should be a development clause be put into the sale to prevent development.

16. School Transport in the area:-

No further update.  No questions are answered from the transport dept, when asked.

17. Request from PBVH for a member of PC to join the committee:-

Discussion on ideas of recruiting a member to join.

MH suggested putting a flyer into “My Village News” to see if there is any support.

DW has already approached people within the parish.

18. Clerks Report:-

CWAC Connections locality meeting 18th March. MH & TP attending.

Request for priorities have been submitted –

·         Lack of response by CWAC to communications from the Parish Council.

·         Road safety

·         Highways issues – lack of resolve

·         More focus on parishes & rural areas

DW would like to know where the CWAC money gets spent. There should be transparency around this. What planning is happening within CWAC about future proofing for the county?

19. Financial Matters:- payment of accounts

Review of litter picker payment from 1st April 2025

Discussion around the role & cost.  AE Feels that it isn’t value for money. AH stated that there is less litter on the main highways.  Black spots should be highlighted and reported back to the clerk.
